Justice Hill Draws Eight Targets As Ravens Lose Lamar Jackson and Tyler Huntley
Hill is a deep-league PPR bench option while Baltimore settles its quarterback situation.

Justice Hill is a conditional bench addition for deep PPR leagues entering Week 9, rather than a running back to start solely because he drew eight targets against Buffalo. His passing-game work creates a possible use, but Baltimore’s quarterback injuries make the quality and scoring potential of those opportunities uncertain.
NBC Sports’ November 1 report recorded four catches for 20 yards on eight targets, plus three carries for 15 yards in the Ravens’ 36–10 loss. Hill led Baltimore in targets, but the receiving production was small relative to that volume.
Under one-point PPR scoring with one point per 10 yards, those statistics produce 7.5 points: four for receptions and 3.5 for his 35 combined rushing and receiving yards. The same line is worth 5.5 in half PPR and 3.5 without reception points, before any league-specific adjustments.
The Ravens’ postgame quarterback update changed the context further. Coach Jesse Minter said Lamar Jackson would need right-thumb surgery and go on injured reserve, while Tyler Huntley had also left with a toe injury. Joe Fagnano finished the game, and Baltimore had not announced its next starter.
FantasyPros’ early Week 9 waiver column highlighted Hill’s regular passing-situation role and recommended considering him in deeper leagues. That is a reason to examine his availability, not evidence that the same target total or receiving efficiency will continue with a different quarterback.
The recommendation assumes a redraft league with at least 12 teams, PPR scoring and enough bench room to hold a situational running back. Add Hill if he would replace a player with less usable opportunity. Retain a more reliable option if the move would cost regular carries, established receiving work or needed injury coverage.
Quarterback uncertainty can create short throws, but it can also reduce first downs and touchdown chances. A struggling offense does not automatically produce valuable receptions for its running back. Hill’s eight targets and four catches are separate parts of the evaluation, and neither becomes a forecast merely because the other was notable.
Baltimore hosts Jacksonville on Thursday, November 5, at 8:15 p.m. EST. The Ravens’ Monday update lists Hill as an estimated limited participant with a groin injury in their walkthrough. Fagnano was also limited, while Jackson and Huntley did not participate. That adds a health check to Hill’s conditional waiver case; it does not establish a final Thursday designation or confirm the starting quarterback. Review the later practice and final availability reports before committing a lineup spot.
