CAS Defends Russia Ruling as Canada Blocks World Juniors Return
CAS defended its Russia ruling Thursday as Canada’s opposition, threatened boycotts and sponsor pressure complicated international hockey’s plans.

The Court of Arbitration for Sport defended its decision to reinstate Russian hockey teams Thursday, as Canada’s pledge to keep Russia out of the World Juniors added to the opposition facing the International Ice Hockey Federation.
In a November 5 statement, CAS said its panel decided the appeal on the arguments and evidence presented. It found that the IIHF had not supplied sufficient evidence to establish the legal grounds for excluding Russian teams.
Can Russia play at the World Juniors in Canada?
Prime Minister Mark Carney said Tuesday that Russian and Belarusian athletes would not compete for their countries in Canada while the war in Ukraine continued. Asked specifically about the World Juniors, he said “the Russians will not be there,” Reuters reported.
The tournament is scheduled for December 26, 2026, through January 5, 2027, in Edmonton and Red Deer. Hockey Canada’s published schedule lists 10 teams without Russia, with Canada playing its preliminary-round games at Rogers Place in Edmonton. Red Deer is scheduled to stage Group A, with Edmonton hosting Group B and the final medal games.
The sporting ruling and Canada’s position leave the IIHF with an implementation dispute. In its November 4 statement, the federation identified visa and entry requirements among the practical barriers to reintegrating Russian teams.
What CAS decided, and what remains unresolved
CAS’s October 30 ruling required the IIHF to allow Russian participation in five championships in 2027, beginning with the World Juniors on December 26, 2026. Thursday’s clarification said the broader organizational consequences and a possible neutrality regime had neither been supported with sufficient evidence nor requested by the IIHF during the proceedings.
The court said it cannot impose measures the parties did not request. It also said the full award, including the arguments and legal reasoning, would be published as soon as possible.
The IIHF maintains its disagreement with the decision. It says security arrangements, travel logistics and competition formats must be addressed, with some affected tournaments only weeks away. The federation is consulting national associations, organizing committees and host authorities and has promised further information.
Boycotts and sponsors widen the dispute
The consequences extend beyond the World Juniors. The Associated Press reported that several European federations would refuse to face Russia at the 2027 men’s world championship in Germany. Major sponsors, including Škoda, have also warned they could reassess their involvement.
Hockey Canada’s published World Juniors schedule remains in place. Neither the CAS clarification nor the IIHF’s statement announced a revised tournament format resolving Russian participation.
