Arsenal’s Reported Max Dowman Appeal: What the FA Can Decide

Arsenal are reportedly challenging Dowman’s Fleetwood red card. The FA process concerns his suspension, while Fleetwood’s shootout win stands.

Arsenal are reportedly appealing Max Dowman’s straight red card from Tuesday’s Carabao Cup defeat at Fleetwood Town, with the immediate question concerning the teenager’s suspension rather than the result of the tie. Sky Sports News reported that appeal documents must be submitted by 9 a.m. ET on Thursday and that Arsenal hope for a decision before Sunday’s visit to Liverpool. No successful appeal or withdrawal of the punishment had been established in that reporting.

Dowman, 16, was dismissed in the 85th minute after reacting to a challenge from Harrison Neal near the touchline. Referee Michael Salisbury showed a straight red for violent conduct. Arsenal finished with 10 players, then lost the shootout 5–3 after a 1–1 draw at Highbury Stadium. The club’s official match account confirms both the dismissal and Fleetwood’s progression.

An appeal is a request for a disciplinary decision. It is not evidence that the red card has already been overturned. The difference matters for Arsenal’s next team selection: reporting that the club wants a ruling before Liverpool does not establish that Dowman is available for that match.

The Football Association’s 2026–27 handbook sets out the wrongful-dismissal process under Fast Track 4. A player or club must establish that the referee made an obvious error. The process examines whether a suspension should be imposed in light of the evidence, with the sending-off itself remaining in the player’s and club’s record.

The handbook requires video and written evidence, including footage from every available angle, and provides for consideration by a Regulatory Commission. That is a different task from revisiting whether a player was frustrated or whether a manager could have handled the aftermath differently. The commission must assess the dismissal under the stated test. Neither television debate nor a club’s decision to challenge the punishment settles that question.

If a wrongful-dismissal claim succeeds, the standard punishment is withdrawn. If it fails, the standard punishment normally remains; the rules allow an increase where the commission finds a claim had no prospect of success or amounted to an abuse of process. That is a conditional provision in the regulations, not a finding about Arsenal’s reported appeal.

The disciplinary issue follows an elimination that Fleetwood earned through its performance and shootout. Aaron Loupalo-Bi put the home team ahead after 21 minutes, and Viktor Gyökeres equalized early in the second half. Jay Lynch kept Arsenal from turning its later chances into a winning goal. In the shootout, the teams converted their first three attempts before Andy Cannon scored Fleetwood’s fourth and Lynch saved Bruno Guimarães’ reply.

Conor Haughey then converted the winning penalty, completing five successful Fleetwood kicks. The fourth-tier club reached the quarterfinals for the first time. A decision about Dowman’s suspension would address the disciplinary consequences of his dismissal; it would not erase that shootout or restore Arsenal to the competition.

Mikel Arteta declined to explain in detail what he said to Dowman as the player left the field, saying it concerned something discussed before the game. That exchange became a separate focus of the postmatch coverage. The next material development in the appeal story is the FA’s decision, whenever it is issued. Until then, the reported challenge and the outcome must remain separate.
