FIFA proposed a US$6.35 billion soccer development program Thursday, using part of its reserves following the 2026 World Cup to increase funding for its 211 member associations and other recipients.

The FIFA Surplus Solidarity Programme would cover 2027 through 2030 and provide US$25 million to each national association. Confederations and other regional bodies would also receive larger allocations, with distribution tied to women’s and youth soccer, long-term projects and infrastructure.

The plan remains subject to further decisions. FIFA said its committees would finalize eligibility, payment and audit requirements before the Council considers them in December. The package would then go to the FIFA Congress in March 2027.

FIFA based the proposal on an unaudited surplus forecast of US$5.2 billion to US$5.6 billion for its 2023–26 cycle. Its administration proposed retaining US$1.7 billion in reserves for unforeseen needs.

The proposed program would more than double the development funding previously planned for the next four-year period.
